The Japanese yen is quoted per 100 units, as in the CBRT bulletin.

Banknote (efektif): the CBRT's reference buying/selling rate for banknotes; not an exchange office's price. Empty cell: the CBRT publishes no banknote rate for that currency, or none is stored for this bulletin.

The Special Drawing Right (SDR) is the IMF's unit of account, not a currency; the CBRT publishes its forex buying rate only.

Which bulletin? The rule text

The CBRT announces its indicative rates at 15:30 on every business day. EVDS lists them under the next business day's date.

Turkish Tax Procedure Law No. 213, Article 280 (unofficial translation):
“Foreign currencies are valued at the exchange rate. Where a foreign currency has no exchange rate, its value is set by the Ministry of Finance.”

In practice the CBRT buying rate is used for this valuation; the rates for the year-end (31.12) valuation are announced separately by the Revenue Administration.

Two bulletins are candidates for a date: that day's 15:30 bulletin and the previous business day's; at the time of a transaction before 15:30 only the previous business day's has been published. Which one a foreign-currency transaction's lira value uses can depend on the transaction's time, its type and the applicable rules. ALTIN shows both candidate bulletins side by side; it does not pick or recommend one.
