Which bulletin? The rule text
The CBRT announces its indicative rates at 15:30 on every business day. EVDS lists them under the next business day's date.
“Foreign currencies are valued at the exchange rate. (…) Where a foreign currency has no exchange rate, the rate to be applied in the valuation is set by the Ministry of Finance.”
In practice the CBRT buying rate is used for this valuation; the rates for the year-end (31.12) valuation are announced separately by the Revenue Administration.
Two bulletins are candidates for a date: that day's 15:30 bulletin and the previous business day's; at the time of a transaction before 15:30 only the previous business day's has been published. Which one a foreign-currency transaction's lira value uses can depend on the transaction's time, its type and the applicable rules. ALTIN shows both candidate bulletins side by side; it does not pick or recommend one.
Ask your accountant for the binding treatment.

How is the exchange-rate difference calculated?
Exchange-rate difference = (rate on date 2 − rate on date 1) × the foreign-currency amount; that is, the lira value on date 2 minus the one on date 1. The same rate (buying or selling) and the same kind of bulletin are used on both dates; the tool calculates it with each kind of bulletin separately.
Date 1 might be an invoice and date 2 the day it is paid, for example. The example on this page compares the latest stored bulletin with the one about a month earlier; you can pick your own amount and dates in the form above.
Exchange-rate difference: questions
Which rate is the difference calculated from?
Two bulletins are candidates for a date: that day's 15:30 bulletin and the previous business day's. Which one applies depends on the time and type of the transaction and the relevant rules; the tool shows both side by side and does not choose. The rule text is above, and the Currency Guide has the details.
Does it calculate VAT or an exchange-difference invoice?
No. The tool gives only the lira difference between the two dates; it calculates no VAT (KDV), no exchange-difference invoice and no tax. Ask your accountant for the exact treatment.
What if a weekend or holiday is picked?
The CBRT publishes no bulletin that day; the date's own bulletin reads "not published" and the previous business day's bulletin is calculated. The difference is shown when both dates have the same kind of bulletin.
